Open Steam, right-click Police Simulator: Patrol Officers > Properties > General. Under the "Steam Cloud" section, set it to "Keep local saves" or disable it temporarily. Otherwise, Steam will overwrite your new 100% save with the old, broken cloud version within 10 seconds.
You forgot to turn off Steam Cloud Saves. Go back to Step 4 and repeat the process, then restart your PC.
