Ensure the version says "Windows 11 23H2" (build 22631). The download page usually offers the latest version. If you see 24H2, look for a dropdown that says "Download previous versions" or use the Media Creation Tool (see Method 2).

Use the Media Creation ToolThis is the recommended method for most users. Download the tool from the Microsoft site. Run the .exe file and accept the license terms. Select "Create installation media for another PC."
